Your 3 med nos are great if your within 11km of the target and not jammed if not your caps going down very fast, 0 cap = Dead, PDU's will drop the recharge but not enough to sustain a decent tank for long and you will be going home in your pod.

Your setup is also dependant on 1 range didn't you read the part again about All round setup? seems not !
Armor tanking and Shield isnĘt normal which again give you the element of surprise as they will expect in PVP once your shield is gone you will fall, this isnĘt so as the armor has better passive resistance and requires less Cap to sustain.

Rofl, are you kidding me? Serious? Element of surprise? it's not like people suddenly turn their hardeners off when they see your shield vanish, or offline their damage mods. There's no surprise in it, you wont gain anything apart from your opponent laughing at you. And do you really think your single neutron T2 is going to do anything against anyone up close?
Anyway, back to setup.
You simply cannot do everything that you want to do. 720mm artillery is awful for solo PvP, and battlecruisers (at least a cyclone) cant really afford web/scram if they want to mount a viable tank. You cant use nos/artillery in combo effectively for anything other than nossing inties that close on you, and by that point, you'll never ever hit that inty even when it's webbed, with your 720s. You should have warped away by then, or destroyed your target. Warp stabs will seriously gimp your setup since you'll have to mount at least 2 for them to be really effective. If you dont want a shield tanked setup, you shouldnt bother with a cyclone and instead fly something else, since half of its bonuses are set up for shield tanking.
I think, by the sounds of it, you should be flying a Rupture, with this setup:
4x 720mm II, 2x Whatever fits 2x Tracking Computer, 1x Sensor Booster 2x WCS, 3x Gyro
Arty is a gank weapon, its DPS will never let you fight in a straight out fight alone. So there's a gank setup that will allow you to warp away from lone tacklers that get too close, and pop some stuff in PvE too. It doesnt do everything you want, but then...theres nothing out there that can without finding a ship with 15 lows :P
